Polisynth01 / 07

It gathers the city's public data, from budgets and council records to satellite imagery, and estimates conditions for every block and month. Leaders use it to see where the need is, compare options, set what each program must achieve, and check whether it works.

The problem02 / 07

Health, housing, public safety, transit and social services each run separate systems. Questions that cross them take months to answer, and programs are often renewed without evidence of results.

The platform03 / 07

Budgets, council records, permits, service requests, state and federal data and satellite imagery are matched to the same blocks and months. The city's own records can be added later, under its control.

Estimates04 / 07

Where records are missing or out of date, the model estimates thousands of measures of health, safety, housing and the economy, each with a range, from past years to the present.

Imagery05 / 07

Tree cover, surface heat and land use are measured from satellite imagery and joined to the city's other records.

Scale06 / 07

The same model covers the whole county and every block and building in it.

Commitments07 / 07

Targets are set before the money moves, and staff are alerted when delivery or results fall behind.

Products

Each answers one of the four questions behind a city decision: where the need is, what each option would do, what a program must achieve, and whether it is working.

The city owns its data

Records are used only for that city's work, under its data-use agreement. They are never shared with other cities or sold.

Private

Small counts stay hidden

Figures that could identify a person are never shown, and counts under 11 are suppressed everywhere. No resident or employee is scored as an individual.

Controlled

The city decides who sees what

Access is set by the city, department by department.
